With reference to the letter from

this Department of the 14th of February,

1917, I am directed by Mr. Secretary Long

to request you to lay before Mr.Secretary

Balfour the accompanying copy of a

Confidential despatch from the Governor

of Hong Kong regarding the seizure and

forfeiture of certain goods of enemy

origin.
